Al-Hisbah Al-Nisaiyya refers to the specialized branch of the Islamic institution of Hisbah that is conducted by women to oversee the moral and ethical conduct of the female members of society and to regulate the marketplaces where women primarily trade. The broader institution of Hisbah is based on the Quranic command of "Al-Amr bi al-Ma’ruf wa al-Nahy ‘an al-Munkar" (Enjoining Good and Forbidding Evil). Al-Hisbah Al-Nisaiyya ensures that the public spaces reserved for women are maintained with dignity, modesty, and justice, providing a female-led oversight system that respects the privacy and specific needs of women in an Islamic society.

Historically, the most famous example of Al-Hisbah Al-Nisaiyya was the appointment of Ash-Shifa bint Abdullah by the Second Caliph, Umar ibn al-Khattab, to oversee the market in Medina. This appointment demonstrated the high level of trust and authority given to women in the early Islamic state. The female "Muhtasib" (inspector) was responsible for ensuring fair trade practices, preventing fraud, and maintaining the general welfare of women in the public sphere. Theologically, this institution highlights the active and responsible role of women in the "Tazkiyah" (purification) of society. It proves that the duty of maintaining moral standards is a shared responsibility between men and women. Al-Hisbah Al-Nisaiyya provides a safe and respectful environment for women to engage in economic and social activities, ensuring that their rights are protected and that their conduct remains in accordance with the "Shariah." It serves as a model for female empowerment within a framework of piety and communal responsibility.

For the Ummah, Al-Hisbah Al-Nisaiyya is a powerful reminder of the historical role of Muslim women as leaders and guardians of social ethics. It teaches that justice and morality should be administered in a way that is sensitive to the gender dynamics of the community. In a modern context, the spirit of this institution can be applied to women’s organizations that work for social justice, ethical business practices, and the protection of the vulnerable. By reviving the principles of female-led Hisbah, the Muslim community can foster a more inclusive and balanced society. It encourages women to take an active role in "Dawah" and social reform, using their skills and knowledge to benefit the "Ummah." Al-Hisbah Al-Nisaiyya remains a symbol of the balanced and dignified approach Islam takes toward gender roles, guiding the community toward a state of "Adl" (justice) and spiritual excellence.
