Ahl al-Hall wal-Aqd, translating to "The People of Loosening and Binding," refers to the traditional and historic body of qualified scholars, leaders, and thinkers who represent the collective will and the intellectual authority of the Ummah. This group is responsible for the selection of the leadership, the resolution of major communal disputes, and the implementation of Shura (consultation) in the administration of the state.
