Ayat Al-Ahkam refers to the specific verses of the Quran that contain "Hukm" (legal rulings) and "Tashri’" (legislation). While the Quran is a book of general guidance, approximately 500 verses are identified by scholars as being directly related to the practical rules of "Shariah",governing acts of worship (Ibadat) and social transactions (Mu'amalat). These verses form the primary source and the skeletal structure for the field of Islamic Jurisprudence (Fiqh). They cover a wide range of topics, including prayer, Zakat, fasting, marriage, divorce, inheritance, and criminal justice, providing the divinely ordained framework for a righteous and orderly society.

Theologically, Ayat Al-Ahkam are a manifestation of Allah’s role as the "Hakim" (The Absolute Judge and Legislator). They reflect the Divine Wisdom in ordering human life to achieve "Maslaha" (public benefit) and prevent "Mafsadah" (harm). The study of these verses requires a specialized science known as "Usul al-Fiqh" (Principles of Jurisprudence), which analyzes the "Asbab al-Nuzul" (reasons for revelation), the "Naskh" (abrogation), and the linguistic nuances to derive accurate legal applications. Scholars have noted that the Quran often presents these laws within a moral and spiritual context, linking the physical act of obedience to the internal state of "Taqwa" (God-consciousness). This ensures that the law is not just a rigid set of rules but a means of spiritual purification and social justice.
